The height restriction on props: If a prop can be broken down is it ok to be bigger?

Hello all, long time attendee here, but am just now getting deep into cosplaying. Anyway, my wife is cosplaying Tabitha from Zero no Tsukaima. In an effort to make her cosplay as awesome as possible I built her staff to scale which put it a good foot or two about my wife's head. It wasn't an issue at youmacon last year, but was at Ohayocon just last week.

They told me that if it could be split in half (and then assembled for pictures) it would be ok. Does ACen have a similar policy for large props?
