Plenty of people do. There are people who don't trust banks so don't have bank accounts, people who either don't want or don't have the credit for credit cards, and tons of stores don't card for alcohol or tobacco (I used to work as a secret shopper and I'd only get IDed about 30% of the time.) For a job, all I've had to show was a proof of citizenship, which could be a birth certificate, passport, or SS card - and two of those don't have photos, so wouldn't be acceptable for voting under photo ID laws.

I think it's more doable in urban areas where there's no necessity to drive, and lots of smaller stores which tend to be laxer about ID checks.
