I've read a few stories about sudden changes in panel locations. What does one do in this situation and how is it even allowed after the final draft of the panel program is published? Does it really happen that often?

There was an issue with that last year, but panel programming is under new management now. We are not allowing -any- changes unless the panel room is on fire. If that happens we have White Boards large enough to make decent on the spot signs and will post notices as soon as we hear about it. The old policy of the panelists being able to change their panel time at con is gone. If they can't make it then their panel will most likely be canceled. Panel cancellations are also something that will always happen, our policy this year is if the host doesn't show within 15 minutes of their start time the panel will be canceled. Panelists had months this year with the schedule posted online to notify us of issues and hopefully by now, after over 40 revision copies, we've managed to settle on times where everyone can host their panel. Our goal is to have an accurate schedule.

As an addendum to this: Acen will have a Guidebook app this year. AFAIK any changes that we need to make can be pushed out in real-time to update schedules for people who have the app. I can't 100% guarantee it will be updated of course, but the ability is there.
