I may as well ask this while in the design phase of my wings.

As I currently understand, the six inch rule applies inside of the buildings. The retracted wings while folded can not extend beyond approximately six inches from the body in all directions.

Now, while inside the buildings, if asked for a photo, what is the size limit of the wings when they're extended?

Oh, and if it helps, the wings when broken down will not extend beyond 4 feet which is more than a foot less than my height.

This is a good question, although I'm a little confused about your wing dimensions when you talk about yoru height. Do the wings extend 4 feet vertically?

I am inclined to believe that if you are in an open area while indoors and asked for a picture that it wouldn't be a problem if you extended them briefly for a pic or two. Keeping them open at all times while moving through the hotels and con or in congested areas would most definitely be breaking the rules.

I believe the main reason for prop size limitations is to curtail the potential problem of people causing halls/areas to become impassable due to over sized props blocking the way. This also could become a fire hazard problem.

As long as you aren't accidentally hitting/bumping into people or blocking anyone you shouldn't have a problem. I'm not an expert on this however, so maybe an official can chime in on exact specifications and what would cause them concern about a large prop.

My wings are built in segments with the shortest being 14 inches and the longest segment being 48 inches. Each of the segments are connected by hinges with removable pins for ease of transportation as well as ease of repairs.

The current design, when the wings are fully extended, will extend each wing up to 7 feet with a total wingspan of approximately 15 feet. This will however collapse under to meet the 6" rule and will remain collapsed when in motion through the buildings.

However, I'm wondering if there is a restriction on the size limit while extended for photos, I need to know so that I can adjust the design accordingly.

as far as i can tell you, if you keep them closed while walking around you are fine, unfolding them should be reserved for photo shoots and outdoors because they are decently large. overall if you use common sense and keep out of the way when you have them open and don't walk around you'll be fine.
