So I'm going as the riddler and I noticed that in some cases he's wearing a mask, in others's he's not, and in some he's got glasses on. Curiousity has gotten the better of me and I'm wondering what would be better.

A purple mask?

A set of purple shades?

Or no mask or shades at all?

I think it depends on what is most comfortable to you and what design you are going with.

The Riddler for our group wears a purple mask, though he isn't really based on any particular Riddler.

Focusing more as the riddler from the Animated series, the first one with the bowler hat. I'm mixing and matching bits of Arkham Asylum in there, and my riddler is going to be the fem version of Eddy. I found an awesome artist representation that I wanted to follow, the problem is the whole issue of getting the jacket (looking at Goodwill and thrift stores this week) and making everything look uniform. I bought a pair of shades These lovely lennon style shades,which I had hoped to use, but I noticed several cosplayers use a mask and animated uses a mask as well.

I'd say the mask then . The glasses might make you look more like the Warden from Superjail. :x

I would check out party stores around St. Patrick's Day. That should make finding a green mask easy. Unless you want to make one.

Found a purple mask and a green hat, now...problem is...the dang jacket. If one can not buy a green jacket how can one say make one quickly. Mind you, not sure I will have time to sew it, I heard tell that dying is a good idea, but what sort of dye can I use and what sort of fabric jacket?

I'd try thrift shops ( big ones) prior to going the dying way. Or even ebay and such will have various styles of green blazers and sports jackets that would make a great riddler.
The riddler from my group went a different route entirely and used a green dress shirt instead.

There is also that option as well, given that there is a very bright green dress shirt at the store where I work. If I can't find it one way or the other I'm going for the dress shirt and add purple overalls to it with ?'s around it. That might work.
