Kodocha is another old favorite which I first experienced through the old "Barney purple" fansub tapes. I recall that I watched the first 26 episodes (tons of hyper comedy, but also quite a bit of plot and very sympathetic characters). After that, there was a bunch of filler, which is mostly comedy. Despite having 102 total episodes, the TV series somehow lacks the conclusive ending that's in the ten volume comic series (translated version long out of print).
The licensed version of Dai Mahou Touge is called Magical Witch Punie-chan. It's been released as sub-only and dual language.
Dr Slump is a rather funny comic series. Might take some effort to find the translated volumes. Neither of its TV anime adaptations have been licensed or fansubbed.
And as for Angel Beats... having watched just a few episodes, it only has a modest amount of comedy. I believe the series can be accurately described as a drama with downright tragic characters.
One that didn't get mentioned yet -- Seitokai Yakuindomo. This show is wall to wall dirty comedy. Very few of its jokes are safe for work.

School Rumble is pretty damn hilarious as well (dub highly recommended). Oh, and Ghost Stories as well! The English dub completely picks apart the terrible story line and makes it into a great show.
