I tried Cosplay1 and it wasn't so bad; it was actually decent but it's from INDONESIA which is always a problem with shipping. So just remember if you get from them ask for FedEx if you live in USA or be prepared to deal with a 50/50 chance of getting your stuff returned to seller. And Customs won't tell you either~
Also try:
Cosplay Fu
Cosplay House
FM-Anime
CosMonde
Cosplay Magic
Bodyline
CocosilverHK
I ordered from Ebay this seller and had no issues; it always came out decent. I only bought APH and Vocaloid so I have no idea about custom orders or other series: http://myworld.ebay.com/cosplaystar/
Also keep in mind the cheaper you go for cosplay, the worse material/quality it may be. Of course there are also people who have horrible prices and the outfits just look off canon or horrible. Try to find something decently priced and looks decent as well from the stock photos. And always ask questions!
Hope this helps and wasn't too confusing.

Hero from SMT: DS2, Emmet/Kudari from Pokemon Black and White, Green from Pokemon Red/Blue/BW2/ MAYBE: Ivan from T&B.
All the random avatars this time are from LJ and I don't own any of them. Some of the avatars are credit to aristocracy, Taku ♫ arthursandwich, noxjustxnoin, imperial-code, dojicons, narrante, and some of them are credit to ushitora_icons at LJ.
Currently into and playing: All Megaten games, Blazblue series. Waiting for: Pokemon B and W 2, Tales of Grace F, P4MU.

im a photographer who never cosplayed... now I see why everyone builds their own.. these things are not exactly something you can pick up around the corner..

oh, on that note.. would video game character cosplays be easier to get then Anime characters?

Depends on the series in general rather than if its video game or anime cosplays. Something like Hetalia, FMA, PSG, and SF would be easier to buy or commission rather than Sengoku Basara. Another factor is how complex it is. Breath of Fire's Nina would cost more than DOA's Kasumi.
So this might be a reason why you don't see people cosplay Mana Khermia characters and Ar Tonelico, besides it being obscure.

Seph, when I come over, I'll bring you a list of characters that would work for your project if that's what you're looking for.

Name of Product: Earl Costume from Kuroshitsuji II
Where Purchased: Cosplayfu
Product Description: a costume of Alois Trancy from Black Butler/Kuroshitsuji
Use: I tried to make an Alois costume but I failed miserably with the jacket. I decided to buy the outfit mainly for that. I also wasn't too pleased with the bow tie I made.
Pros: The lining is very soft and comfortable. It looks just like the photo.
Cons: The stripes on the vest aren't too accurate. On the show they're pin-striped. This didn't matter to me as I was going to use the vest I made anyway.
Shipping: I ordered it on November 16th. They alerted me on receiving the order but never really followed through after that. I tried to track the order on their site using the number they gave me but it wasn't found. I started to become worried when I saw someone claim that Cosplayfu and Milanoo were run by the same people. Then my order arrived a few days later on December 2nd.
Overall: Other than the lack of shipping notice and package tracking. I'm happy. Cosplayfu can be a little inaccurate with their cosplays but if you're happy with what you see in the photo go for it. What you see is what you get.
Overall Rating: 8/10

I got something done by her-- it was a female Tae Kwon cosplay from Ragnarok Online--and it was amazing.

Cos00 is highly reliable, I've used them four times now and I've never had a problem with them at all. They work with custom sizes and take comissions for what they don't already have, an extensive selection and great, sturdy and very nice feeling fabrics. If you have a problem with an order they will also fix it for you right away if it's a mistake on their part. Work time from order to delivery is usually about 25 to 30 days, my definite recommendation.
Hieda No Akyu: Project Touhou
Nazrin: Project Touhou (For panel)
Homura Akemi (Magic form): Magi Madoka
Saber Arturia: Fate Stay/Night

It's sorta like Ebay, where you can sell used cosplay, wigs or even props. There are also a lot of commissioners on that site.
Currently, the marketplace is down right now but after it comes back, you can start buying stuff.
