So what was with the people who had hoodies that had eyes and teeth and the large lines under their eyes?

They're called Kigurumi pajamas and they're very comfy!

Not what I was asking about. The actual hood of the hoodie have like drawn on teeth near the person's mouth and eyeballs near the head and then have eyeliner in a weird geometric style on their cheeks below their eyes.

If it's what I'm thinking, then it's Matryoshka Vocaloids. Did they look like the ones in this video?

No problem! Couple friends of mine have cosplayed as Matryoshka Gumi, so when you first described it, the hoodies sounded pretty familiar.
