Speaking of Hetalia fandom, it wasn't just this year that was bad. Last year when I was there, I had plenty of rude experiences happen to me and my friends. It was because everyone thought it was cool to be in character and have no regard for common courtesy. I tried talking to some Prussia cosplayers but they kept acting rude to me. Not only that, one Prussia was going around lifting up girls' skirts. A friend of a friend had her skirt lifted up and the Prussia exclaimed something about her underwear out loud to the Germany standing next to her. The poor girl was so distressed that she went back to her hotel room and wouldn't come out for the whole day DDX I was sick and not in a right state of mind to realize what was happening until too late. I've had my experiences with 'popular' fandoms but I believe Hetalia has one of the worst right now. Just because some people can't understand the term 'personal space'
