Anime Central 2009 Rules


Thank you for coming to ACen 2009! For those who are new, Welcome! For those who are returning, Welcome Back! The convention rules are a little different this year, so first, we'll start with some general guidelines, then we'll move on to the nuts and bolts. These rules apply to all of us equally, staff and attendees alike.

By purchasing a membership (badge) you have agreed to follow the rules and guidelines set forth by Anime Central in the program guide, on the web, and posted on signs in the convention area. You also acknowledge that, if you are responsible for breaking a rule, your membership may be revoked and you may be asked to leave the convention premises by Anime Central staff.  If you are breaking the law, you will be turned over to the Rosemont Police and could be permanently barred from Anime Central.
 

The Big Four:

  • Respect one another
  • Keep it PG-13 unless in an 18+ area.
  • Don't do things that risk your safety or the safety of others.
  • Don't do anything illegal, and comply with posted signs.


Nuts and Bolts

Illegal Activity
In all cases, if it's against the law outside the convention, it's still against the law inside the convention.  If you break the law, you are subject to arrest by Rosemont Police.  The list below is by no means the full list. 
  • No smoking unless you are 18 or older. The Hyatt Regency O'Hare and Donald E. Stevens Convention Center are non-smoking buildings. Smoke only in the designated smoking areas during the convention.  These are marked on the map. Smoking is not allowed in any guest room.  
  • No alcohol unless you are 21 or older and can prove it with a government-issued ID.  No, your school ID does not count.  No alcohol period in public areas other than the hotel bars. We ask that, if you choose to drink, please do it in the hotel's bar or your own room.  Any persons under 21 found with alcohol in their possession will be handed over to the Rosemont Police.  The Rosemont Police Department will be notified and those persons, along with the persons who provided them with alcohol, will have their memberships (badges) revoked, be ejected from any hotel sleeping rooms, and may be subject to prosecution. 
  • If you have alcohol in your room, all persons attending/drinking must be 21 or older. It is your responsibility to check identification to avoid misunderstandings. See above for the possible consequences.
  • No illegal drugs or drug paraphernalia. Period.  Any persons found possessing or using illegal drugs or related paraphernalia on convention space and grounds will have their memberships (badges) revoked. You will also be asked to vacate the hotel room you are occupying, and may be subject to prosecution.   
  • Anime Central follows the curfew laws of the State of Illinois.  All persons 17 or under, unless registered guests of the hotel or accompanied by a legal guardian, must be off hotel grounds by 12:00 AM (midnight). If you are an unaccompanied minor and are engaging in any prohibited activity on convention grounds, you may be turned over to Rosemont Police.

COSPLAY / PROPS

These rules apply to hallways and convention spaces. For details concerning Masquerade entry rules, contact our Masquerade manager at masquerade(at) acen.org.

Anime Central encourages cosplay—we like to see the fans and congoers support the culture that we love and are a part of. So, when you make your costume choices, be creative but please remember the following things:

1.Costumes
a.No lewd or vulgar remarks in any language.
b.The Costume must conform to local laws concerning indecent exposure.
c.May NOT have any harmful protrusions such as spikes or sharp edges.
d.Your Costume and Accessories may NOT extend more than six inches (6”)
  • i.If your costume has any parts that extend more than six inches (6”) from the surface of your body, or that may injure passers-by in a crowded hallway or other venue here including an ACen related venue, you are required to remove them before entering said venue.
  • Please Note: if you, your costume, or your costume prop is responsible for any damage to the convention center or hotel, you will be held personally responsible and billed accordingly for the resulting damage.


2.Props
a.IRT Prop and Weapon Decisions
  • i.I.R.T. has final say in the acceptability of all props and weapons. If your prop or costume goes against these guidelines, IRT will issue a warning and record your information and will ask you to put the prop in your room or change out of your costume. If I.R.T. finds you with the prop or costume again, they will confiscate your prop or your badge—your choice.
  • ii.Any confiscated items may be claimed at the end of the convention unless required by the police for evidence.
  • ii.Confiscated Weapons Claim:  Claim of confiscated items occurs from 2pm-6pm CST on Sunday at convention operations. You must bring a government-issued photo ID to claim a confiscated item. Anime Central will dispose of any items not claimed during this time.
  • iii.If you are law enforcement personnel and are required to carry a firearm, please let us know at Information Services / Customer Service, so we can contact I.R.T. This helps us stay informed of your presence and avoid confusion.

b.Props Must be four feet (4′) or under in length
  • i.If your prop is close to four feet in length, you may come to Information Services / Customer Service to have it checked. In the case that you fail to comply with this rule you will be escorted by IRT to Information Services / Customer Service to have your prop checked.

3.If your prop is over 4' in length, it must be collapsible down to 4' or less sections for transport through the hallways. For photo opportunities, the prop can be re-assembled, but then must be promptly disassembled again.
  • i.If you are stopped by I.R.T. after the prop is marked by Information Services / Customer Service as okay, just show them that you have already had it checked.
  • Please Note: if you, your costume, or your costume prop is responsible for any damage to the convention center or hotel, you will be held personally responsible and billed accordingly for the resulting damage.

b.Live Steel is NOT Allowed
  • i.Any object crafted from Any metal with a blade-like or pointed end, blunt or sharp is classified as Live Steel
  • ii.Any object described in “Live Steel”. (above) or under 'Bows' or 'Gun-like' (below) which is purchased in the Exhibit Hall must remain in its packaging and be transported to your room, a storage locker, or car. 
c.Realistic Weapons are NOT allowed
i.Bows
1.NO compound bows, cross bows, or traditionally-strung bows are allowed
a.If your costume calls for a bow, it must be a simple bow strung with a flimsy material such as yarn or twine.

2.Arrow(s) that may accompany a bow must be secured in the quiver and not removed. Acceptable securing methods include Glue or any other permanent method that will render the arrows un-movable for the duration of your time at ACen.
ii.Gun-like

1.By state and federal law, any replica firearms must have an orange tip to identify them as such. (It should go without saying, but real firearms are also prohibited.)
2.Nerf guns, water guns, clear/steampunk/sci-fi replicas (not replicas of actual modern weapons) and similar projectile weapons are allowed if NEVER loaded.
3.Replicas and Airsoft reproductions of actual modern weapons may not be carried in the convention area. (See Masquerade Rules for any costume contest-specific exceptions.)
4.You may not carry projectiles of any kind on your person.
  • i.Please Note:
  • 1.If you are worried about whether your prop may be considered realistic, please come to Information Services / Customer Service and have it checked. If you do not and are found carrying weapon replicas or live steel, your props will be confiscated permanently.
  • 5.If you, your costume, or your costume prop is responsible for any damage to the convention center or hotel, you will be held personally responsible and billed accordingly for the resulting damage.
  • 6.If you are waving your props around, handling them in an unsafe manner, or firing them, they will be confiscated and tagged.
  • 7.In short, if you are handling your prop in a safe and responsible manner, you should have no problem


Concert Rules

Please be aware that these audience and props rules are stricter than the regular convention rules. They will be enforced along with regular convention rules. (So you had better read those too.)
1.NO cameras or recording devices of any kind are permitted. (Cellular phones are allowed, but do not take pictures or video using them or you will be escorted out.)
2.NO costume props unless they are directly attached to your costume and smaller than 1’ by 1’. (If you are wearing a huge fake sword strapped to your back, it is still a prop and thus not allowable. Neither is a giant three foot papier-mâché head.)
3.NO bags, purses, backpacks are permitted without prior authorization for a medical need.  There will not be a bag-check at the door--if you bring a bag into line, you will be asked to take it back to your room.
4.NO crowd surfing, moshing, or mosh-like behavior. (You love that word, don’t you. Mosh-like! Say it twice!!)
5.Don't do anything that risks you, your fellow attendees, or anyone else.
We will not be holding items for anyone, so if it isn’t permissible, don’t bring it.

Anyone caught breaking these rules is subject to any and potentially all of the following:
  • Removal from the concert.
  • Confiscation of prohibited items.
  • Revocation of membership (AKA “pulling your badge”).
  • Being turned over to Rosemont Police and prosecution for violations of local/state/federal law.
 
 
Masquerade Attendee Rules

Please be aware that these audience and props rules are stricter than the regular convention walkabout rules. They will be enforced along with regular convention rules. (So please read those too.)
1.Be courteous to your fellow congoers. For most of you, we realize that’s all that needs to be said.
2.NO costume prop weapons, staves, walking sticks, giant gourds, Lances of Longinus, or other costume props larger than 1’ by 1’.
3.Tall wigs, costumes with wings or other obstructive attachments extending more than 1’ out from you in any direction are also not acceptable. A tail you can sit on is fine. Your three foot Nabeshin wig should either be left in the room or kept in your lap during the show.
4.We reserve the right to inspect bags and backpacks.
5.No throwing of anything at anyone.
6.If you choose to cut in line, you are choosing to forfeit your right to attend the masquerade. Even if you have a ticket.
7.You may not save a spot in line for your one, two, four, or thirty-five friends.
8.Allowing a line neighbor to run to the bathroom or to grab a drink of water and back is always acceptable, but let IRT know before the person steps out of line, so they don't assume there is line-jumping going on when they come back.
9.We don't do coat or bag check. This isn't because we're mean, it's because with the busy-ness of managing lines, we can't guarantee that someone will be present to keep an eye on your things, so we'd rather they be safe in your room. We will not be holding items for anyone, so if it isn’t permissible, don’t bring it.

Anyone caught breaking these rules is subject to any and potentially all of the following, depending on the severity of the rules violation:
  • Removal from the Masquerade.
  • Confiscation of prohibited items.
  • Revocation of membership (AKA “pulling your badge”).
  • Being turned over to Rosemont Police and prosecution for violations of local/state/federal law.


Disruptive Behavior
 
The hallways of the convention grounds are usually very crowded. We ask that you follow some simple guidelines to prevent accidental injury and to keep the convention safe.  If staff, the hotel management, or the police ask you to stop something...respect their requests.
 
Any persons found breaking the following rules risks revocation of their memberships (badges).
  • Play-fighting, horseplay, or running in a crowded area are all bad ideas in a crowded space like Anime Central.
  • Please do not climb on, modify, disable, or break any structures or fixtures.
  • Signs that are not obviously part of a costume or that are vulgar or solicitous (even if they ARE part of a costume) in nature are not permitted.   If you are seen with one, you will be asked once to put it away in your room or car.   If you refuse, the sign may be confiscated.
  • Please keep noise in your rooms down during evening hours or take your activities to a public area of the hotel.  Not everyone wants to stay up all night, so please be mindful of your neighbors, even if you are on the party block. If the convention or the hotel receives a noise complaint from your room, I.R.T. will give you a reminder to quiet down. On the third noise complaint to your room over the length of the convention, which includes Thursday night through Sunday night, you will be ejected from your room, asked to leave hotel property, and your money will not be refunded. In addition, your membership (badge) will be revoked. As we really don't want to do this to anyone, please keep your activities at an acceptable noise level.
  • Any persons found dropping ANY items from indoor or outdoor balconies or defacing hotel, convention center, or convention property will have their memberships (badges) revoked, may be at the hotel's discretion ejected from their hotel room, and may be subject to prosecution. In addition, you will be presented to the Rosemont Hyatt staff, and will be held financially liable for any and all damages to the property. 


Other

Animals:  only service animals are permitted on the convention premises.
Laser Pointers, aiming, and similar devices may not be used in public other than during panel and live programming events, where used by the presenter.

Please Note:
By attending Anime Central, you understand that you may be photographed or videotaped, and grant Anime Central and the Midwest Animation Promotion Society the right to use and publish your likeness in perpetuity for any purpose worldwide without Anime Central or the Midwest Animaton Promotion Sociey incurring debts or liabilities of any kind.
 
For security reasons, you must provide photo identification (government-issued ID or passport) at the convention in order to obtain your membership badge. We reserve the right to request to verify your badge and a photo ID during your attendance at the convention. We reserve the right to request to inspect purses, bags, backpacks, and containers. Attendees may refuse inspection; we reserve the right to deny entry.

In Closing…
Please exercise common sense, consideration, and responsibility for your fellow fans, the hotel staff, convention staff, and other guests of the hotel. This makes a better convention experience for everyone. Please realize that I.R.T. is here to ensure that you have a safe and enjoyable Anime Central experience. If you feel unsafe at any time, please find a staff member and they will able to help you. And please, if you feel that any staff was unnecessarily rude or handled your situation inappropriately, please approach a department head, a section chief, or one of the officers, and we will address your concerns. If you can't find anyone nearby, ask a staffer with a radio, or go to customer service and have them contact someone.
