I found a wallet too, and in fact I deal with lost wallets all the time at work (I'm in the accounting department, so a lot of lost stuff gets sent to me), and this is a way you can try to get the wallet returned.

You said you have the ID, yes? Call 411, give them the address, if the person is lucky enough to be listed they can connect you. When you are connected you can ask if whoever lives there before mentioning the wallet, and then you're likely to get an honest response.
