Width X Height Rules? Just needing to double-check something.

I will be cosplaying Reala from NiGHTS into Dreams (pic above, 'course).

I have a bit of a problem here... the restrictions on width and height. The hat that I will be wearing for his horns/hat/whatever you want to call it ... uhh..
Well, does the 6" rule still apply for something like that? It will be made out of foam.

Just needing to make sure what I need to worry about before I go ahead and do it, so I don't get told to get rid of it when I brought it to the con.

All righty, thanks muchly ~ <3 I'll have to do a few mods in that case, but it shouldn't be too much of a problem.


EDIT:

Actually, another question... does it matter how long the horns themselves are? I mean, I could make them relatively... small, but I might need them to be around my mid-back or so....

I would assume there's not so long as it conforms to the 6"/4' rule.
