I'm not really sure on that one but I'll see if I can poke someone in panel programming to answer that.

If you mean the CTA blue line, you can but just be warned you WILL have to keep walking back there to feed the meter and if your time expires they DO TOW. Frankly, I wouldn't recommend it.

The early morning hours tend to be a little busier for Reg but I was in there early Saturday morning and the line was pretty cleared out by 8:30. Hard to say for sure but I doubt you'd be waiting more than an hour, if that. Probably more like 30 minutes or less, at a guess.
